4 BEASTS PLUS A SET OF 10 HORNS
Daniel saw 4 winds bearing down on the sea, and from it came up 4 ferocious animals! This vision concerns again the same 5 world empires, as in Daniel 2. In it Babylon, Medo-Persia, Greece, Rome and the soon coming AC Empire, are symbolized by 4 wild beasts and 10 horns, a winged lion, a bear with one shoulder higher, a 4 headed leopard with 4 wings, and a fourth unknown very cruel animal.
These wild animals and the group of 10 horns, symbolize God's view on Man's governments and their final Endtime Empire which grows out of the body of the Roman Empire!-Vicious, cruel and devouring!

THE BIBLE
1. Daniel spake and said, I saw in my vision by night, and, behold, the four winds of the heaven strove upon the great sea.
2. And four great beasts came up from the sea, diverse one from another.
3. The first was like a lion, and had eagle's wings: I beheld till the wings thereof were plucked, and it was lifted up from the earth, and made stand upon the feet as a man, and a man's heart was given to it.
4. And behold another beast, a second, like to a bear, and it raised up itself on one side, and [it had] three ribs in the mouth of it between the teeth of it: and they said thus unto it, Arise, devour much flesh.

GREECE

ROMAN EMPIRE… PLUS THE 10 HORNS OF THE AC EMPIRE OF THE ENDTIME!
A LITTLE HORN APPEARS BETWEEN THE 10 HORNS! IT SUBDUES THREE OF THE FIRST HORNS! THEN IT MAKES WAR ON THE SAINTS, AND OVERCOMES THEM! THE BEAST IS FINALLY BURNED IN FLAMES!

10 ENDTIME HORNS GROW OUT OF THE ROMAN BEAST
Then Daniel sees a group of ten horns grow up out of this last ferocious beast, the body of the former Roman Empire. Horns symbolize nations or kings, so in the Endtime a nucleus of 10 major powers can be expected to grow up out of the territory of the Roman Empire, probably representing Europe.--The EEC or European Union? Or perhaps the UN Security Council?
Daniel sees a little horn grow up between the 10. It is different from the other 10, as it has eyes and a big mouth, "speaking blasphemies against the most high"--Jesus Christ! There comes the Antichrist! Three of the ten nations are "plucked up by the roots, before him." Next the AC horn begins to make war on the Saints-the Endtime followers of Jesus Christ-and overcomes them!
The Beast is ultimately killed and these ten evil European Union nations' government of this last World Empire-this "Beast" of the resurrected Roman Empire-is "burned with flames!"

 "I considered the horns, and, look! There came up among them another little horn, before whom there were three of the first horns plucked up by the roots: and look, in this horn were eyes! Like the eyes of a man, and a mouth speaking great things"
Daniel 7:8

5. After this I beheld, and lo another, like a leopard, which had upon the back of it four wings of a fowl; the beast had also four heads; and dominion was given to it.
6. After this I saw in the night visions, and behold a fourth beast, dreadful and terrible, and strong exceedingly; and it had great iron teeth: it devoured and brake in pieces, and stamped the residue with the feet of it: and it was diverse from all the beasts that were before it; and it had ten horns.
7. I considered the horns, and, behold, there came up among them another little horn, before whom there were three of the first horns plucked up by the roots: and, behold, in this horn were eyes like the eyes of man, and a mouth speaking great things.
8. I beheld till the thrones were cast down, and the Ancient of days did sit, whose garment was white as snow, and the hair of his head like the pure wool: his throne was like the fiery flame, and his wheels as burning fire.
9. A fiery stream issued and came forth from before him: thousand thousands ministered unto him, and ten thousand times ten thousand stood before him: the judgment was set, and the books were opened.
10. I beheld then because of the voice of the great words which the horn spake: I beheld even till the beast was slain, and his body destroyed, and given to the burning flame.

Finally Daniel sees God in his vision, sitting down to judge the Saints and grant them rule over the Earth! Although the last European Beast is annihilated, the other beasts are allowed to live on for a while, although their self-rule is taken away! (During the Millennium!)
Then Daniel sees "the son of man coming in the clouds", who is given EVERLASTING DOMINION, that all the nations and languages should serve him for ever and ever! Whereupon He passes the judgment and the kingdom on to his Saints who rule and reign with him forever!

11. As concerning the rest of the beasts, they had their dominion taken away: yet their lives were prolonged for a season and time.
12. I saw in the night visions, and, behold, one like the Son of man came with the clouds of heaven, and came to the Ancient of days, and they brought him near before him.
13. And there was given him dominion, and glory, and a kingdom, that all people, nations, and languages, should serve him: his dominion is an everlasting dominion, which shall not pass away, and his kingdom that which shall not be destroyed.
